In 1995 the state of Idaho closed its adult developmental disability centers and transitioned all adults to private agencies.

In the last 18 years, the cost to the private agencies who are providing the developmental therapy has increased 51.3% but the reimbursement rates from Medicaid have increased only 7.4%. Nearly half of the cost of providing services is not covered by Federal and State Medicaid.

As a result,

  • Some independent agencies have had to close
  • Services, especially in rural areas, are being reduced or eliminated
  • Staff are being reduced to part time with no benefits and not getting any wage increases or making a living wage; there is increased turnover, which makes hiring and keeping qualified and dedicated staff more difficult
  • Professionals are being assigned higher caseloads

We believe it is important to ensure that DDA services remain available to individuals with disabilities so they can continue to live and participate in their homes and communities.

When they hear from you, the voting citizens of this state, they obtain an even greater appreciation for the negative impact to you and your family if people with disabilities cannot receive the services they need in their homes or from independent agencies.

It costs $19,867 per month per person in the state hospital. It costs $739 per month per person living at home and less than $1000/month per person receiving life skills or employment skills support.
